Before Day 3
Milliken and Palmer were close friends for many years. Milliken provided considerable financial support to David during his presidential campaign, and even offered his brother Wayne a position at Milliken Enterprises. Milliken was fairly prominent in Washington politics as well; he had a handful of loyal senators in his pocket whom he would use to manipulate policy when he wanted to.
Twelve years before Day 3, Milliken was driving drunk when he hit and killed Kevin Kelly's daughter in a hit-and-run crime. He paid off Kelly, who was an eyewitness to his daughter's death, to keep him from testifying against him.
Shortly after David Palmer makes a press conference about the terrorist strike planed on American soil, he receives a phone call from Alan Milliken, one of his longest supporters. Alan says that he would like to meet in person, and David agrees to go to Alan's house. Alan asks him not to bring his brother and Chief of Staff Wayne.
When David arrives Alan has his wife Julia come in and tell David that she and Wayne had a affair three years ago. Alan points out that it was when he was recovering from a stroke. Alan asks Palmer to fire Wayne or he will pull his support. Palmer refuses.
Shortly thereafter, Milliken's friends in Congress begin calling David one by one to withdraw their support for his health care reform bill, a piece of legislation that he had been working to instate for two years. Unwilling to back down to Milliken's extortion, David decided to call his ex-wife Sherry to resolve the situation.
Sherry quickly digs up dirt on Milliken, and Alan calls David to tell him to pull Sherry off. David dismisses Milliken and has Sherry continue. Sherry visits Kevin Kelly, who agrees to come forward with the truth about his daughter's death in exchange for a presidential pardon for his imprisoned son. Before David can make a decision, however, Kelly disappears.
Hoping to corner Milliken and prove that he was involved in Kelly's disappearance, Sherry then goes to the Milliken house and tries to convince Julia to help her. Julia refuses at first, which forces Sherry to get Alan's cellphone herself. Sherry recovers the phone and looks up a previously dialed number. She then gets in a fight with Julia, which wakes up Alan.
Sherry verbally berates Alan, which gets him yelling. While yelling, Milliken suffers heart failure and Sherry convinces Julia to prevent Alan from getting to his medicine. Alan Milliken falls to the ground reaching for his medicine and dies.
Julia later admits to the police that her and Sherry prevented Alan from getting to his medication. Sherry is later questioned, however lies claiming she was with her ex-husband the entire evening.
