The four Blind Justice officials
Operation Blind Justice was a US Department of Defense emergency program created to empower four DoD officials with the ability to authorize nuclear strikes in the event of a catastrophic disruption in the established structure of national political and military command.
The four DoD officials with this clearance were Donald Frick, Kenneth Proctor, Chris Jarvis, and Steven Kinsey.
Before Conspiracy[]
Prior to Day 4 and the events of Conspiracy, the Los Angeles-based terrorist Navi Araz sought to hijack Blind Justice and launch strikes on US soil with the country's own missiles. He paid the CTU Washington analyst Kelly to arrange a meeting with DoD official Donald Frick, who was willing to sell his authorization codes and hand-print. An agent from the same office, Susan Walker, learned some details about this transaction and went rogue to stop it.
Conspiracy[]
Walker killed Frick in an attempt to prevent him from selling out to Araz. But this failed to interrupt the attempt to hijack Blind Justice, since the traitor was someone at CTU DC, who could gain access to his corpse. Proctor, Jarvis, and Kinsey were murdered, and the analyst Kelly prepared to sell the data to Navi Araz while Walker and her partner Martin Kail were distracted by suspecting the innocent James Sutton. Kelly's plan to was foiled, however, when Walker and Kail escaped from custody, killed her, and prematurely ended the data upload.
Background information and notes[]
- Operation Blind Justice is nearly identical to, and may have been inspired by, the famous Wing Attack "Plan R" from the Stanley Kubrick film Dr. Strangelove. In the film, Plan R was a Cold War contingency plan established as a retaliatory safeguard against a feared Soviet sneak attack against Washington, DC.
