Bullpen referred to a large room on the main floor of an office, such as the CTU Los Angeles building, where most of the government staff worked. In the example of CTU LA, it housed the Conference Room and the work stations of the intelligence agents, where they discovered and filtered data and followed up threats; was overlooked by the Special Agent in Charge's Office and the Director of Field Operations' Office; and was next to the Situation Room and Holding Rooms. Bullpens were also present in the FBI Washington Field Office, the CTU New York building, and the CIA office in London.
Los Angeles
Day 1
- "9:00am-10:00am" - Alberta Green arrived at CTU and announced that Jack Bauer had gone rogue, and their top priority was to track him down and bring him in.
Day 2
- "10:00am-11:00am" - The bullpen was all but destroyed when terrorists attacked CTU with a bomb.
The Game
- Stopping the Metro Attack - CTU's staff were kept in the bullpen when Peter Madsen attacked CTU. He demanded that Kim Bauer bring him a hard drive, which she did, but not before he shot Sean Walker.
Day 3
- "9:00am-10:00am" - Jack Bauer relieved Tony Almeida of his duties as Special Agent in Charge of CTU Los Angeles because he found out that Tony had helped Stephen Saunders escape the CTU perimeter.
Day 4
- "5:00pm-6:00pm" - From his workplace in the Bullpen, Edgar Stiles shut down the remaining six nuclear reactors as Erin Driscoll, James Heller, Curtis Manning, and the rest of the CTU staff watch.
Day 5
- 6:00pm-7:00pm - Edgar Stiles died from the effects of the Sentox Nerve Gas in front of Jack Bauer, Audrey Raines, Kim Bauer, Barry Landes, Bill Buchanan, Chloe O'Brian, as well as many others.
- "9:00pm-10:00pm" - Karen Hayes announced to the staff of CTU whilst overlooking the bullpen from outside the Special Agent in Charge's Office that Homeland Security had taken over CTU.
Day 6
- "2:00am-3:00am" - The staff of CTU were held at gunpoint in the bullpen when Zhou Yong entered with a team sent by Cheng Zhi to recover Josh Bauer for his grandfather, Phillip. Milo Pressman was shot.

There were various bullpens located in the FBI headquarters.
New York
Day 8
In the bullpen at CTU New York, Brian Hastings announced that he was no longer Special Agent in Charge, and that he had been replaced by Chloe O'Brian.
London
Day 9
The bullpen at the CIA building in London was seen during the recon missions monitored by Kate Morgan and both President James Heller and British Prime Minister Alastair Davies as Steve Navarro led a armored team to track a location suspected to be housing terrorist Margot Al-Harazi when it was in fact a trap.
