Cartagena was a city in Colombia.
Mercenary Ira Gaines allegedly assassinated Colombian judge Carlos Novena in Cartagena in 2000. He was also supposedly involved in the Old Town Massacre there, as well as being a Hostage Rescue Consultant from 1998 to 1999. (Findings at CTU)
