Masterminds

A list of the true masterminds behind the various terrorist conspiracies, foreign and domestic, which have been featured in the television series 24. The mastermind of a specific conspiracy is its topmost leader, who is beholden to none other than themselves. Several seasons have more than one mastermind because on a number of occasions, the mastermind of one conspiracy was secretly manipulated by the mastermind of an entirely different conspiracy.
