Tom Baker after receiving a Code 9
Code 9 was a CTU coding protocol during Day 3.
Stephen Saunders coerced Tony Almeida into giving Tom Baker and his team a Code 9 at the back entrance of 21904 Collins. Baker then ordered all of his men to the front of the building, believing Saunders to have been cited there, when in actual fact Saunders escaped via the newly created gap in the perimeter.
