The term "Collateral Damage" refers to the sacrifice that must be made in turn to serve a greater good. An example of this is the Nerve Gas attack on the Sunrise Hills Shopping Mall, where Jack was undercover with a group of terrorists, attempting to release the gas in the mall's ventilation system. As the sacrifice of innocents can legally only be sanctioned by the President, CTU called Charles Logan, who authorized Jack to release the gas, so that they would be led to the other 19 canisters of nerve gas, saving more lives than the 1,000 or so civilians in the mall at the time.
