Cooper was one of Christopher Henderson's henchmen.
Day 5
Cooper was part of a group of henchmen that waited outside of City Trust and Savings for Jack Bauer, Wayne Palmer, and Carl Mossman. Cooper and his accomplices were waiting to steal the audio recording that implicated President Logan in the day's events, specifically, the assassination of former President David Palmer.
Jack spotted Cooper and the rest of Henderson's men and triggered the silent alarm inside the bank in hopes that the police would show up. When the authorities arrived, they engaged in a firefight with Henderson's men, and Jack, Wayne and Carl escaped.
