Many of these agencies have interacted with CTU within the 24 universe.

The primary difference between the function of Homeland Security and the function of CTU is that CTU conducts its own intelligence gathering, under the umbrella of the CIA and combines it with field operations and can deploy assets from all levels of the government including the military. Homeland Security relies on other agencies to gather intelligence, and conducts civilian law enforcement operations in cooperation with Federal and local agencies, based on the analysis of that intelligence.
