The Department of Homeland Security is a cabinit in the United States government, and is called in to advise the President.
While in real life the DHS was founded by George W. Bush to further counterterrorism goals, it serves basically the same function as CTU does on the show. Never the less, it does appear in both the David Palmer and Charles Logan administrations. It probably serves a similar goal, but serves more as a fact finding and intelligence gathering agency, but with less field agents.
The department plays a piviotal role in Day 5, when Karen Hayes and Miles Papazian from the DHS take over CTU Los Angeles following a VX Nerve Gas attack that killed nearly 40% of the staff.
