As Speaker of the House, Ashton was next in line to the presidency once President John Keeler was incapacitated and Vice President Charles Logan sworn in. When Logan informed the Cabinet and congressional leadership of the impending attack, Ashton questioned his decision to not inform the public.
Ashton also expressed his concern with Logan's reliance on former president David Palmer for advice. Mike Novick believed Ashton was trying to find an opportunity to step in and steal the presidency out from under Logan. To prove to Ashton that Logan was really in charge, Logan and Palmer staged a conflict so that Logan could appear to take command (and Ashton's side) over Palmer.
