Donnie Fox was a member of a domestic mercenary group working with Tony Almeida and Masters to subvert the United States' CIP firewall.
Day 7[]
Donnie, Tony, and Masters kept the kidnapped Michael Latham on a moored ship until he cracked the CIP firewall for them. When David Emerson arrived, they handed off Latham to him, and Emerson left the original three aboard the ship. Jack Bauer and FBI Agent Renee Walker tracked their location by following Alan Tanner, however, and both Donnie and Masters were killed in a shootout with the two.
