Downey was a city in southeastern Los Angeles County, California. ("Day 4: 6:00am-7:00am")
The Downey Holding Facility, a high-security federal prison, was located in Downey. Ex-drug lord Ramon Salazar was held in the facility during the final stages of his plea agreement. However, due to Salazar's planned role in a CTU sting operation to intercept the Cordilla virus, agent Jack Bauer was forced to break Salazar out of the prison and return him to his brother in Mexico in order to regain their trust.
