ECHELON was an NSA government system to monitor messages transmitted via phone or the internet to detect any signs of a threat to national security. The system could be manufactured to flag certain words, so that in an event that transmissions regarding the keywords were found, they would instantly be sent to the appropriate government body.

Eden Linley reported to Jason Pillar that NSA's ECHELON network picked up a secure call with several flagged keywords: "Hassan," "Russian government," and "Jack Bauer." One end of the call was unidentified, but the other was registered to Meredith Reed, the reporter implicated in the first attempt on Hassan's life the previous night.
