Samir and Tarin transport the nuclear fuel rods across the river.
Around 4:05 AM, Jack Bauer called the NSA and was able to shut down tunnel and bridge traffic into Manhattan. This forced the terrorists to transport the nuclear fuel rods via boat. When Samir Mehran and his men arrived at a dock in the East River, they loaded the rods into a small boat. After they noticed Jack Bauer and his men arriving, Samir ordered Ali to take them out. Meanwhile, he and Tarin Faroush boarded the boat and crossed the river to Manhattan.
