Eric Rayburn

Eric Rayburn was the deputy head of NSA under Roger Stanton during Day 2. From the first word of a possible terrorist attack, Rayburn pushed President David Palmer to prepare a retaliative strike against an unnamed Middle Eastern country with ties to Second Wave.

When Jack Bauer called Lynne Kresge to ask for the President's help in stopping a bombing on CTU, Rayburn argued that they shouldn't stop the bombing because it might blow Jack's cover and lose their only lead to Joseph Wald. Lynne told him that it was the President's decision. However, instead of informing either CTU or President Palmer of the threat, Rayburn ordered Tony Almeida to copy all of CTU's information on the nuclear threat to the NSA's servers. After the bombing, Rayburn recommended evacuating Los Angeles in order to protect Palmer politically.

After finding out that both Lynne and Rayburn knew about the CTU bombing half an hour before it happened, President Palmer fired Rayburn, saying he needed advisors he could trust.
