Jim Hill was a member of the Department of Homeland Security in Los Angeles during Day 5.

Agent Hill, Valerie Harris, and a team of other Homeland Security agents were called in by Karen Hayes to take over CTU Los Angeles after many CTU staffers were killed in a terrorist attack. Hill was fairly well known in intelligence circles as both Chloe O'Brian and Shari Rothenberg recognised him.
