Ralph Rosen was a criminal suspected by CTU Agent Ted Paulson as being one of the guards at mercenary Ira Gaines' compound.
At one point, Rosen was arrested by the Verde Police Department. He had his mugshot taken at the police station.
Agent Paulson showed to Teri and Kim Bauer some mugshots to help identify their kidnappers who were working for Gaines. The women knew Ray Mercer (as "Jenson") and Eli Stram, but they did not recognize Rosen. ("Day 1: 3:00pm-4:00pm")

- The mugshot seen of Rosen is Rob Kyker, son of 24 prop master Dick Kyker (who himself appears in one of the smaller mugshots). Rob was prop master of the television series Lost. 24 stunt coordinator Eddy Donno is in the image, too.
