Scott Baylor was a CTU analyst who discovered there was a mole inside CTU Los Angeles who was involved in the assassination attempt on Senator David Palmer.

Baylor received a Bachelor of Science degree in Mathematics from Cornell University and a Master of Science degree in Computer Science and Software Theory from Stanford University. He later studied toward a doctorate in Computer Science, also at Stanford. Baylor was married to Sarah Schiffer-Baylor, and had two children, Jacob and Jacqueline. Before working at CTU as a Security Systems Analyst, he was a consultant at CompuShield Advanced Security Systems.

Before Day 1 began, Baylor was instructed by Richard Walsh to analyze the key cards of all CTU Los Angeles employees. He was asked to look for suspicious patterns of movement and computer access, but found something even more incriminating - one of the cards' magnetic strips had been used to store encrypted information. However, the owner of the card had wiped their personal information off it before handing it over, so Baylor did not know whose it was. (Findings at CTU)

Like Walsh, Baylor thought he could trust Jamey Farrell because he was one of the people who helped train her how to use the CTU systems. Baylor put his family on a flight to Canada for their own safety, and asked Walsh to meet him secretly at 2350 Dunlop Plaza to hand off the keycard. ("Day 1: 1:00am-2:00am")

Baylor is shot and killed.

Baylor met with Walsh around 1:15am and gave him the key card, explaining that the magnetic strip on the card had an embedded file filled with references to Senator David Palmer, believed to be targeted for assassination sometime during the day. Somebody programmed the card to easily smuggle it out of the secure CTU Los Angeles building.

Fearing for his life, Baylor wanted to resign and join his family, but Walsh convinced him to remain at CTU for the day and help uncover the people responsible for the threat on Senator Palmer. Baylor agreed to help for the next twenty-four hours, but insisted he would join his family after that. As Walsh and Baylor prepared to leave, two assassins shot at them from the nearby corridor. Walsh was hit in the arm, and Baylor was killed. His body was later retrieved on the orders of Jack Bauer. ("Day 1: 1:00am-2:00am")
