Frank Allard was a small-time drug dealer and the brother of Ira Gaines' hired kidnapper Dan Mounts.
With the money Dan received for kidnapping Kim Bauer, Frank planned to pay $20,000 for some ecstasy and then resell it to dealers in Redondo for $50,000. Ultimately, however, Gaines killed Dan and never paid Rick Allen his share of the take for kidnapping the girls. ("Day 1: 5:00am-6:00am", "5:00pm-6:00pm")
At Dan's house in Echo Park, he kept Kim from leaving and waited for Dan to return, but Rick and Kim didn't tell him that Dan was dead. After overhearing Kim shout at Melanie that Dan wasn't coming back, he pointed a gun at her and threatened Rick until he confessed that Dan was killed by Gaines. Frank threw a lamp in frustration and asked where the money was. Later he had Craig and another accomplice of his bring weapons over so they could rip the dealers off when they arrived.
Undercover police officer Krugman and his female assistant showed up to exchange the ecstacy in a sting operation when Allard and his friends held them hostage. Frank later broke Krugman's nose and was arrested when a SWAT team broke into the house and took everybody into custody. One of his friends fired back and was killed, but Frank, Rick, Melanie, Kim, and Craig were all taken to jail. ("6:00pm-7:00pm")
Background information and notes[]
- It is unknown why Dan and Frank have different last names. In the television series, Dan was only referred to as "Dan", and "Mounts" was mentioned only later in 24: The House Special Subcommittee's Findings at CTU, and then in the Day 0 Tactical Packs of the 24 Trading Card Game. It is likely that they were half-brothers, possibly sharing a mother.
- In the 2013 Indian version of 24, Frank's role is filled by Hardik and Shashank.
