Heinrich was the superior of German Federal Intelligence Service agent Theo Stoller prior to and during Day 5.

Heinrich had long sought the top secret American list of terrorists, the WET List. When Theo Stoller was given a copy of the List by Jack Bauer (in exchange for help apprehending Collette Stenger), Theo eagerly went to upload the List to Heinrich through their mutual German Intelligence contact. The chip which Jack had given to Theo was rigged to burn itself, however, and Heinrich did not receive the List.
