Jacob Rossler was a software programmer called in by Russian separatist Sergei Voronov to assist in the release of Sentox VX nerve gas during Day 5. Rossler was hired to give Ivan Erwich the specifications to get into the canisters and a new chip to detonate them. He was a sympathizer, if not a member, of the Dawn Brigade terrorist group operating in the US.

Rossler was born 15 June 1953. He earned a Master of Engineering and Computer Science from University of California, Berkeley on 10 June 1990. His areas of expertise were software mining, knowledge-based engineering, networking and security, software engineering, systems analysis, and machine vision. He was indicted by the Los Angeles district attorney's office on 21 March 2004 for high security code infiltration and identity theft; there was no conviction.
By Day 5 he was living at 22 North Figueroa, Los Angeles, CA 96969 with his sex slave Inessa Kovalevsky.
Day 5

When Ivan Erwich needed a device to trigger his 20 canisters of stolen Sentox nerve gas, Rossler came into contact with him through a Russian contact. Rossler began to work on re-triggering the device, and Erwich told him he would call back with the canister's access codes.
CTU Los Angeles agents intercepted the call between Rossler and Erwich. Jack Bauer and Curtis Manning arrived at 22 North Figueroa and took out all of the hostiles, wounding Rossler. They denied Rossler any pain medication in order to get answers, and Jack soon discovered that Inessa Kovalevsky, Rossler's sex slave, was in the apartment.
Rossler agreed to help CTU if he was given full immunity, transportation to a foreign country of his choice, and Inessa. Jack immediately refused and had Curtis torture him, but Lynn McGill decided to take the deal and had the Attorney General write it up. When Jack learned that Inessa was only 15, he tried to persuade Rossler to forgot about the girl, but he refused. Rossler informed Jack and the agents about Erwich, his limited contact with him, and their mutual associate Sergei Voronov.
Eventually Erwich called back to give him the access codes, and Jack broke the news to Inessa that she would have to go with him. After Rossler got ready to leave, Inessa panicked and shot and killed Rossler, despite Jack promising to have her rescued after the crisis was over. When Erwich called back to provide the location place, Jack was forced to pose as Rossler.
