Janet Voet was a switchboard operator working for the federal government during Day 2.
Voet called Jack Bauer's residence representing President David Palmer because Jack had refused to answer all calls from CTU. After Janet connected Bauer with Palmer, Palmer asked Jack to go to CTU to assist with a terrorist crisis. ("Day 2: 8:00am-9:00am")
