Jemaah Islamiyah (JI) — in Arabic, literally "Islamic group" — was a militant Islamist organization dedicated to the establishment of a fundamentalist Islamic theocracy in Southeast Asia. JI was most active in Indonesia and Singapore.

History[]

Jemaah Islamiyah carried out several attacks against countries in the South Pacific, including a bombing in Bali that killed 202 people; an attack on the Australian embassy in Jakarta, Indonesia; and a car bombing of a Marriott hotel, also in Jakarta. While their activities were limited to the Asian Southeast, they often targeted locations frequented by Western tourists.

On the eve of the Pacific Rim Forum in Marina del Rey, Tony Almeida followed up a lead suggesting that JI might target the conference, a trade meeting of several of Southeast Asia's heads of state. Tony questioned Riduan Bashir, an importer based in Van Nuys, and discovered that Bashir had insider knowledge of the group's operations - he knew that the Marriott bombing was conducted with a van, when the official media story reported it as a truck. Tony tailed Bashir to the Little Java Cafe, where he saw him meet with Encep Sungkar – third in command of Jemaah Islamiyah.

At CTU, Jamey Farrell and Seth Ludonowski started intercepting Sungkar's emails and messages, and identified a code - "Papa Rashad's factory" - that they believed was a stand-in for the Pacific Rim Forum. Around 2:30am, Almeida listened in on a call between Sungkar and Bacharuddin Wahid that detailed the group's plans. They were going to purchase an arms cache from a dealer in Inglewood named Arturo Menifee and exchange them to another group for a computer virus. Tony led a TAC team to apprehend the dealer and went undercover with the Indonesians, posing as Menifee.

Tony went with Sungkar and his men to the U-Pack Storage Facility to make the trade, and was stunned to find Jack Bauer undercover among the other party. The deal was interrupted by the LAPD, who had been pursuing Jack since his escape from the Federal Holding Facility, and a firefight ensued. During the battle, Encep Sungkar escaped with the computer virus.

The evidence strongly suggested JI had intended to use the virus to target the conference, with the financial backing of the anarchist Zapata. However, the original leads - and the weapons deal itself - had been initiated by Zapata as a diversion to distract the authorities from his actual objective in Los Angeles, the assassination of Fed Chairman Martin Webb.
