The Joint Chiefs of Staff were a group comprising the Chiefs of service of each major branch of the United States armed forces. The Chiefs are the chief military advisors to the President of the United States, and have been shown offering policy suggestions to Presidents Keeler, Palmer, and Taylor.

The Joint Chiefs planned a series of rapid attacks against three Middle Eastern nations within a few hours of the detonation of a terrorist nuclear weapon in the Mojave Desert.
