Kurtzman was the bureau chief of the Secret Service during the administration of President David Palmer during Day 3.

Day 3[]

Secret Service Chief Kurtzman was contacted by National Health Services and informed that—because of the outbreak of Stephen Saunders' weaponized Cordilla virusLos Angeles was no longer a safe place for President Palmer. Kurtzman knew that Palmer was at District headquarters in LA, so he contacted subordinate agent Aaron Pierce. They both agreed to invoke Section 32, which allowed them to order the President to a new location for his own safety.

At 8:15am, Aaron Pierce and a number of fellow agents interrupted President Palmer in a meeting with his brother, Chief of Staff Wayne. Aaron informed the President of his and Kurtzman's decision to move him to Air Force One and out of the state. Unwilling to abandon his fellow Americans who were in danger in LA, Palmer took Aaron aside and succeeded in persuading him against the decision. Since Aaron's consent was a necessary component of invoking Section 32, the President remained in LA.
