Los Angeles was a large and populous American city, located in southern California on the shore of the Pacific Ocean. It was also the seat and largest city of Los Angeles County. Los Angeles was divided into many districts and neighborhoods, and bordered many independent cities in Los Angeles County, most of which were popularly grouped with the city itself. The Los Angeles urban area, more than four thousand square miles in total, lay within a large basin extending from the Pacific to the San Gabriel Mountains. In the northwest lay the San Fernando Valley, which contained almost half of the city's landmass, as well as a number of its suburbs. Many multinational corporations and defense contractors had offices in Downtown or the nearby Financial District. The Los Angeles Police Department was the primary body of local law enforcement in the city, responsible for maintaining social order, ensuring public safety, and investigating criminal activity. The department was divided into precincts covering the entire city, one of which was based in Van Nuys. The California Highway Patrol, in conjunction with the LAPD, monitored automobile traffic. On the federal level, numerous government agencies maintained offices in Los Angeles, including the Federal Bureau of Investigation, the Drug Enforcement Administration, National Health Services, and the Department of Homeland Security. Transportation in Los Angeles was primarily automotive. The city was crisscrossed by a complex series of freeways and highways, providing access to most major regions, although traffic congestion was often a problem. These included:

Los Angeles was arguably the most important location and the largest contributor to the motion picture and television industry. Befitting its importance to both the United States and the world as a whole, Los Angeles proved to be a magnet for terrorism, crime, and political intrigue. Over a ten-year period, the city saw no fewer than five major incidents of terrorism, resulting in widespread devastation and panic. These attacks led to the proliferation of government and law enforcement agencies in the region, tasked with investigating and preventing these attacks before they could be carried out.

The morning breakfast at Santa Clarita

In the run-up to the California Presidential Primary, the Democratic Party prepared to nominate its candidate for the upcoming election in November of that year. Both of the front-runner nominees, Senator David Palmer and Governor Mike Hodges, were in Los Angeles to rally support among their constituents. Following a rally attended by Palmer's children Keith and Nicole the night before, Palmer was scheduled to appear at a 7:00am breakfast at the Santa Clarita Power Plant, to address a large gathering of the state's energy and labor leaders, as well as Mayor Nelson. This was followed by a visit to Grant Street Elementary School to see the students and discuss Palmer's education plans with the faculty and staff. Palmer's schedule was complicated by the discovery that an unidentified group had hired a foreign assassin to kill him, which was learned shortly after a midnight phone call from Victor Rovner. Throughout the day, the agents of CTU Los Angeles, the Federal Bureau of Investigation, and the regional Secret Service detachment contended with two assassination attempts against the Senator: one at the morning breakfast and another at his hotel around 10:30pm, via a cell phone bomb. Both attempts involved CTU director Jack Bauer, whose family had been kidnapped by the assassins as leverage to force him to assist their efforts. It was later discovered that both men were being targeted, in a vendetta by the family and associates of Victor Drazen, a Balkan warlord whose own wife and daughter had been killed in a mission led by Bauer and authorized by Palmer. Despite the threat, and a personal scandal that threatened to derail Palmer's campaign, the Senator proved successful in the primaries, carrying the vote over Hodges in all eleven states holding primaries on Super Tuesday. He and his supporters celebrated with a large party at his Century City hotel, which was attended by many of Los Angeles's most prominent citizens. Following the second attempt on Palmer's life, news outlets were briefly fed misinformation that he had been killed in the explosion, as part of a ploy to buy time to save Jack Bauer's daughter. Eighteen months later, intelligence arrived via NSA operatives in South Korea that an Islamic fundamentalist group known as Second Wave was planning, that day, to detonate a Soviet nuclear warhead in the city of Los Angeles. If detonated five hundred feet above the heart of the city, it was estimated that one thousand square miles would be irradiated within seconds, with as many as one million total casualties in the city and the surround state. The National Security Agency coordinated a multi-agency search involving CTU Los Angeles, the Federal Bureau of Investigation, and the Los Angeles Police Department, while President David Palmer and his staff oversaw operations from the Northwest Regional Operations Complex in Oregon. CTU Los Angeles is bombed

Law enforcement efforts hit a major setback when a domestic militia group led by Joseph Wald carried out a diversionary bombing on the CTU Los Angeles building in West L.A. The attack killed nearly fifty employees and put much of the agency's data in jeopardy, casting doubt on their ability to successfully intercept the nuclear weapon. The bombing drew national media attention, although the government had managed to keep news about the nuclear weapon from the press. ("10:00am-11:00am", "11:00am-12:00pm")

Late in the afternoon, CTU managed to capture Syed Ali, Second Wave's leader and financier, and through interrogation discovered that the bomb would be launched from Norton Airfield in central Los Angeles. A combined CTU and NEST team stormed the airport and, after a diversion involving a second dummy warhead, located the real bomb - set to go off in less than sixty minutes, but impossible to disarm without setting it off. Analysts in Oregon prepared two disposal scenarios: one placing the bomb in the Pacific Ocean and the other in the isolated Mojave Desert to the east. Former agent Jack Bauer volunteered to pilot the Cessna Caravan that would fly the bomb into the desert to detonate safely. Halfway through the flight, he was replaced by former CTU director George Mason, who was nearly dead from radiation poisoning and convinced Jack to bail out early. Mason successfully steered the plane into the designated depression, and the nuclear device detonated at 10:59pm. ("10:00pm-11:00pm")

The blast from the explosion was visible throughout Los Angeles County, as far north as Santa Clarita, and set off a wave of panic throughout the region. While most on the East Coast were asleep or otherwise unaware, pockets of civil unrest began breaking out throughout the country, while phone lines in the L.A. area were rendered all but useless due to increased call volume. Some citizens began forming vigilante posses targeting Middle Easterners, as a way of retaliating against the terrorists responsible. ("11:00pm-12:00am", "12:00am-1:00am", "3:00am-4:00am")

Early the next morning, President Palmer, who had flown to Los Angeles aboard Air Force One once the bomb was set off, gave a televised address to the people of Los Angeles outside District Command. Palmer urged them to return to work and to school, and to continue living their lives, saying that the freedom the people of America work for every day was what would keep them strong and protect them from their enemies. The presidential debate at USC

During the next election cycle, the University of Southern California was selected as the venue for the first of three televised presidential debates between President David Palmer and his opponent, Senator John Keeler of Minnesota. The debate commenced at 5:00pm Pacific Time, broadcast across the United States. The two politicians squared off on the issues pressing the country for more than an hour, but the event was cut short when the President announced that he had been informed of a developing national security crisis and excused himself from the stage. Senator Keeler and the audience, unaware of any such crisis, were left to wonder what had happened. ("5:00pm-6:00pm", "6:00pm-7:00pm")

In fact, the city of Los Angeles had been threatened with the imminent release of the Cordilla virus, a deadly and highly infectious type-3 immuno-pulmonary virus that had the potential to kill nine percent of the city's population within a week. Hector Salazar, a heroin kingpin based in Las Nieves, Mexico, was believed to have obtained the virus and was now using it to leverage the release of his brother, Ramon, who was being held in the Downey Holding Facility. In secret, President Palmer authorized Jack Bauer to stage a prison break and deliver Ramon, preventing an outbreak while allowing the government to save face. After a helicopter chase over Downtown Los Angeles, both Bauer and Salazar managed to secure transport to Las Nieves. ("1:00pm-2:00pm", "5:00pm-6:00pm", "6:00pm-7:00pm")

Once Jack was in Mexico, CTU director Tony Almeida revealed to the President that the Salazars were not in possession of the virus, but rather, he, Jack, and Gael Ortega had been planning a sting operation to obtain the virus from its Ukrainian sellers before it could be sold to the Salazars or another potential enemy of the United States. Despite the best efforts of CTU's agents and the Delta Force unit deployed in Mexico, however, Michael Amador managed to escape the authorities and boarded a plane back to Los Angeles - his auction of the virus had been a calculated con, robbing the Salazars of two hundred million dollars while keeping the virus for another party. That party was Stephen Saunders, a former MI6 agent who had been abandoned by the United States government in Kosovo after the failed mission that targeted Victor Drazen. Saunders provided twelve vials of the Cordilla virus outfitted with Soviet dispersal devices to couriers and dispatched them to cities throughout the country, planning to use the threat of its release to "dismantle the American military machine." The couriers were given failsafe instructions to release all the vials at 12:00pm Pacific Time, barring direct orders to the contrary from Saunders. One of these couriers, Arthur Rabens, was ordered to release his vial in Los Angeles the next day, while another, Marcus Alvers, was tasked with infecting the Chandler Plaza Hotel on Wilshire Boulevard, as a demonstration of the virus's potential for destruction. CTU Los Angeles was unable to prevent Alvers from attacking the hotel, leaving some eight hundred guests and staff - as well as a CTU field team - trapped inside, unable to leave lest they risk spreading the virus to the general population. Over the next nine hours, most of these victims became symptomatic and started to die. The building was placed under total quarantine by National Health Services, and armed guards were placed at the entrances. ("2:00am-3:00am", "3:00am-4:00am", "5:00am-6:00am")

Around 6:00am, it was discovered that an unidentified man had managed to escape from the hotel before it was completely locked down. While CTU desperately searched for clues to his identity, the man himself - Bill Cole - came into contact with his wife, the people at a pharmacy, and the waiting room of an urgent care center in Studio City, before he was finally located and apprehended. His escape, however, had started a ripple effect of new outbreaks throughout the Los Angeles area, as each person Cole had contacted carried the virus back to their homes and workplaces. By 8:00am, the quarantine zones, including new ones in Silver Lake and Hancock Park accounted for three percent of the city. To prevent further transmission, the government shut down both air travel and public transportation, urging citizens to remain at home. The press was never fully briefed on the nature or the extent of the outbreak, having been told that the infection in question was a actually a disease similar to Legionnaire's Disease. With the assistance of the United States Marine Corps, Stephen Saunders was finally captured by CTU, and coerced into revealing the extent of his plot when Jack Bauer threatened to infect his daughter Jane. Law enforcement throughout the country began intercepting the couriers before they could deliver their payloads, and ten were accounted for by noon. However, the final courier - Rabens - had been ordered to choose a target on his own and cut off contact with Saunders. Jack and his partner Chase Edmunds used the vial's transponder frequency to track him from the 7th Street Metro Center to a middle school on Chamberlain and ultimately succeeded in preventing another outbreak. Day 4 attacks

The multiple terrorist attacks of Day 4, more than a year after the Cordilla virus crisis, were the brainchild of Habib Marwan, a Turkish national devoted to ending the United States' interventionist activities in the Middle East. Marwan worked with a number of autonomous terrorist cells to carry out these attacks, almost all of which were targeted at installations or personnel in the Los Angeles area. ("1:00am-2:00am")

At 7:00am, a commuter train in the Santa Clarita Valley north of the city was derailed by a truck full of explosives, allowing one of Marwan's men to steal McLennen-Forster's Dobson Override - a piece of hardware designed to interface with a nuclear power plant's operational software and shut it down in case of a meltdown. The plan was to use the override to instead deliberately overload all 104 reactors in the United States, an attack that could kill as many as seven million people. To accomplish this, members of a terrorist cell led by Navi Araz kidnapped the Secretary of Defense James Heller, during an off-book visit to his son Richard's house in Van Nuys. The terrorists held Heller for four hours while they prepared for a filmed trial and execution, to be broadcast over the Internet. CTU Los Angeles, in tandem with the United States Marine Corps, successfully tracked down the Secretary and managed to save his life, but the true purpose of the trial - overloading Internet servers with traffic - had been sufficient distraction to allow the Dobson Override to access nuclear plants nationwide. ("7:00am-8:00am", "12:00pm-1:00pm")

CTU agent Edgar Stiles successfully shut down all but six of the reactors, which remained under the Override's control. One of these was the San Gabriel Island nuclear plant near Los Angeles, which went into a critical meltdown at about 3:30 that afternoon. All of the plant workers were exposed to fatal doses of radiation, while residents on the island were exposed to falling nuclear material as the core exhausted itself. Much of the island was impossible to evacuate, leaving many citizens trapped and unable to escape. ("1:00pm-2:00pm", "3:00pm-4:00pm")

Jack Bauer and Curtis Manning tracked Marwan to the Rockland Building in Downtown Los Angeles, where he had been monitoring the override's activities at the offices of IDS Data Systems. While the remaining reactors were successfully shut down, Marwan escaped custody and disappeared into the city. ("5:00pm-6:00pm")

To learn more about Marwan's background and contacts, Bauer headed for the offices of McLennen-Forster, where Marwan had worked under an alias. While he and Paul Raines searched Marwan's computer, MF security chief Dave Conlon and executive Gene McLennen prepared to detonate an electromagnetic pulse bomb in the basement, in order to erase evidence that could incriminate the company. The pulse was set off at 6:59pm, immediately destroying all electronic equipment in the building and nearly a one-square-mile area outside. The streets fell into darkness, with riots breaking out as residents began looting stores. ("6:00pm-7:00pm", "7:00pm-8:00pm")

Over the next several hours, Marwan completed the next phase of his plan: the destruction of Air Force One, which was carrying President John Keeler, as it prepared to land in Palm Springs. He and his men tracked down the crash site in the Mojave Desert and managed to acquire the critical red pages from the nuclear football, which detailed the locations and specifications of the United States' nuclear arsenal. With this information, Marwan directed a team in the Midwest to the state of Iowa to intercept a nuclear warhead en route for decommissioning. The warhead was placed on a stealth missile, and fired at 3:59am. While its destination was unknown, it was estimated to strike its target within the next three hours. After striking a deal with one of Marwan's associates, Jack Bauer led a CTU team just before dawn to apprehend Habib Marwan as he attempted to board a getaway helicopter atop the Global Center downtown. Marwan was killed in the raid, but a PDA revealed that the missile's destination was the heart of Los Angeles. CTU relayed the flight path to F-18 pilot Clarke, who managed to shoot and destroy the missile minutes before it hit its target. ("6:00am-7:00am")

Supporters pay respects to the fallen President Palmer at the scene of his assassination

In the year following Marwan's attacks, President Charles Logan and Russian President Yuri Suvarov negotiated the terms of an historic anti-terrorism treaty, aimed at fostering cooperation between the United States and Russia in the continuing war on terrorism. The signing ceremony was scheduled to take place at 11:00am at Logan's retreat in Hidden Valley. On the eve of the signing, the city, and indeed the entire country, was rocked by the sudden and tragic assassination of former President David Palmer at his brother Wayne's apartment in Downtown Los Angeles. Throughout the day, nearly all the major news channels devoted airtime to the assassination, as well as retrospectives on the President's life and legacy. ("7:00am-8:00am", "8:00am-9:00am")

Unknown to the public, Palmer's murder was orchestrated as part of a conspiracy within the United States government to provide Sentox nerve gas to Chechen separatists for use against the Russian government. Following a successful attack, the U.S. would have ample justification to intervene in Central Asia, ensuring a steady flow of oil for several years. Palmer was killed after beginning to piece together the identity of the key players in the conspiracy, which included President Logan himself. ("12:00pm-1:00pm", "10:00pm-11:00pm")

The next phase of the plan began at 9:00am, when Dawn Brigade separatists took hostages in the main terminal of Ontario Airport, in eastern Los Angeles County. Their leader, Anton Beresch, broadcast an ultimatum demanding that both Logan and Suvarov denounce the treaty in exchange for sparing the hostages' lives. Over the course of the next two hours, two hostages were executed on live television, until a CTU rescue operation managed to secure the terminal, preventing further loss of civilian life. The treaty was signed before a large audience of press and foreign dignitaries. ("8:00am-9:00am", "9:00am-10:00am", "10:00am-11:00am")

However, the hostage crisis proved to be a diversion to allow the separatists to steal twenty canisters of Sentox hidden in a hangar near the terminal. Upon learning that his contacts in the government had been double-crossing him, the Dawn brigade terrorist Ivan Erwich planned to use the gas against the city of Los Angeles instead. In his first attack, he sent a team to release a single canister of the gas at the Sunrise Hills Shopping Mall. Jack Bauer, undercover with the terrorists, managed to shut off the mall's ventilation system, but not before a total of eleven civilians were killed. ("12:00pm-1:00pm", "2:00pm-3:00pm")

Around 4:00pm, President Suvarov and his wife prepared to depart the presidential retreat via motorcade. Following the mall attack, Vladimir Bierko contacted President Logan personally, apologizing for the gassing and explaining that Erwich had acted outside his authority. Now in possession of the remaining canisters, Suvarov demanded Suvarov's route to the airport, intending to lay an ambush and strike at Russia on foreign soil. Cowed by the threat of further nerve gas attacks, Logan gave up the route, allowing Bierko's men to plan an attack in Los Angeles' downtown corridor. When the attack failed, Bierko prepared to initiate a series of retaliatory strikes against the city. ("3:00pm-4:00pm", "4:00pm-5:00pm")

The first of these occurred less than an hour later, when Viktor Grigorin infiltrated Tyler Memorial Hospital with a canister of the gas. CTU learned of the hospital attack from intel found on one of the motorcade ambushers, and a team led by Curtis Manning successfully intercepted Grigorin before the gas was released. Meanwhile, Ostroff obtained a CTU key card and carried out a surprise attack on CTU Los Angeles itself, in order to cripple their ability to respond to the threat. The gassing killed more than forty percent of CTU's active personnel, forcing the Department of Homeland Security to initiate an emergency takeover. ("5:00pm-6:00pm", "6:00pm-7:00pm", "7:00pm-8:00pm")

In response to the attacks, Vice President Hal Gardner urged the President to impose martial law on the city of Los Angeles, using the military to gain control of the streets and limit the terrorists' ability to move undetected. Both Logan's Chief of Staff Mike Novick and his wife Martha urged him to reconsider, warning that Gardner was using Logan to promote his own agenda, but the President ultimately decided to follow Gardner's recommendation. At 8:00pm, Logan made a televised statement announcing the imposition of a curfew on the Los Angeles metropolitan area, to be enforced by the United States Army. Within an hour, troops under the command of General Warren had established checkpoints at critical installations throughout the region, including the service road to the retreat, and Army convoys patrolled the streets. In his final attack, Bierko and his last remaining followers stormed the Wilshire Gas Company, planning to release all seventeen remaining canisters into the plant's pipeline. This would distribute the Sentox across the city into people's homes, killing as many as two hundred thousand citizens. CTU, following intelligence from Collette Stenger, managed to arrest Bierko at the scene and prevented the attack by setting off C-4 charges on the plant's main tank, vaporizing both the Sentox and the natural gas it was mixing with. Several hours later, Bierko managed to escape from CTU custody and raided a Russian submarine, Natalia, that was docked at the Port of Los Angeles for inspection by the United States Navy. The terrorists killed the crew with a Sentox canister they had held in reserve, and then targeted the sub's ballistic missiles at targets all along the west coast of the United States. Jack Bauer and Christopher Henderson, a member of the conspiracy seeking to cut a deal, led a CTU team into the Natalia, successfully killing Bierko and preventing the missile launch. Shortly after sunrise, President Logan arrived at Point Mugu Naval Air Station in nearby Oxnard to attend a memorial service for the fallen President Palmer, as the casket bearing his body was loaded onto a C-130 for transport to Washington, D.C. Over the course of the night, rogue agents at CTU had been investigating Logan's connection to the Sentox conspiracy, evading both the troops on the streets and the President's own operatives. At last, the President's horrified wife Martha proved instrumental in extracting a recorded confession from the President. On orders from the Attorney General, Secret Service agents took the President into custody following his statement. ("6:00am-7:00am")

During Day 6, a suicide bomber destroyed a bus in downtown LA, killing himself and as many as 23 others. Another suicide bomber attempted to detonate a bomb in a vest on a subway, only to be stopped and shoved out of the train by Jack Bauer, when the vest exploded, killing only the bomber. More tragically, a nuclear detonation occurred outside of LA in Valencia at approximately 9:58am PST, killing at least 12,000 people within minutes.
