The Los Angeles County Department of Juvenile Justice was a department of the L.A. County government responsible for crimes committed by minors.
Richard Walsh worked with the department as a youth counselor for inner-city teenagers in Los Angeles. It was in this capacity that he first met Jamey Vasquez, whom he helped enter college at the age of sixteen, and later recruited into CTU Los Angeles. (Findings at CTU)
