Miller Fisk was a Colorado Police Department officer operating in a town called Random during Head Shot. He was part of a mobile response team set to protect the Sky Mount Round Table. He was the nephew of Bryce Hardin.

Fisk was with Sharon Stallings when Jack Bauer raced past, chasing an assailant who had killed Frank Neal. They set off in pursuit of Jack, which led to Fisk spilling his coffee over his trousers. They called for backup and Bryce and Taggart set up a roadblock to catch Jack. They caught up, and in his anger Fisk hit Jack around the head with his own gun, knocking him to the floor.
They took Jack back to their base at Mountain Lake, at which point they realised that he was a federal agent. Hardin apologised to Jack, who took his revenge out on Fisk by punching him in the chest. Fisk's fellow operatives from the mobile response team did nothing to stop him. Jack was escorted away by CTU Denver agent Anne Armstrong.
