"Défense nationale" being a by-word for the military, this name implies that this agency works for the French ministry of Defense (just like the French equivalent of the CIA, and unlike the French equivalent of the FBI). SGDN should therefore be a counterpart to real-life CIA-like agency DGSE (Direction Générale de la Sécurité Extérieure or General Directorate for External Security).
Real-life cooperation between CIA and DGSE is extensive by the (very) restrictive standards of the intelligence community. This explains why SGDN is mentioned in the CTU Operations Manual.
