At 8:41pm, Agent Peter informed Vice PresidentHal Gardner that Wayne Palmer was stopped at one of the military roadblocks. Gardner, just off the phone with the governor (who was hesitant to accept the new martial law), sent permission through Peter to the roadblock officer, Captain Riggs, that Palmer could pass through and proceed to the Presidential retreat.
