Phillips arrived at the dock where a shootout had ensued between CTU agents and terrorists from the IRK. He treated Jack Bauer wounds and told him he had Level 3 bruises because of the bullet wounds he sustained with his bullet-resistant vest. Phillips advised him to see a doctor to make sure his ribs weren't broken and that one of his lungs wouldn't collapse. Jack assured him they weren't broken and thanked him for his help.
