Pico Santiago was an environmentalist aligned with Bernard Copeland. He, along with Todd Romond and Sarah Kalmijn, knew how to make the Dragon's Blood vaccine.

Santiago got a call from Romond telling him to leave LA because Ayman al-Libbi was hunting them. Santiago got found by operatives of al-Libbi in Temescal Canyon and he fell down a cliff and held on but eventually fell.
