Rabinowitz was an NYPD officer and friend of Mike Farmer.

Rabinowitz arrived at the United Nations to help in the security at the peace treaty signing of Presidents Allison Taylor and Omar Hassan. When he was arriving, he greeted Mike Farmer and asked him about Jim Koernig. Farmer told him that Jim was ill and he was covering his shift. They then came in and received instructions from CTU Director of Field Operations Cole Ortiz. After receiving their assignments, Rabinowitz said goodbye to Mike and got out.
