Sgt. Brown pulled over [[Kim Bauer]] and her boyfriend [[Miguel]] for speeding as they fled from [[Los Angeles]]. He decided to let them off with a warning, but noticed blood dripping from the rear of their vehicle. After he found the body of [[Carla Matheson]] in the trunk of the car, he called for backup and arrested them; [[Megan Matheson]] was separated from them in another cruiser. Kim and Miguel revealed to Sgt. Brown and officer [[Collins (Day 2)|Collins]] that they were fleeing from a nuclear threat in LA, but Brown was unconvinced and later verified that there were no alerts among the various authorities. He did suspect that there may have been some truth in her claim when he was unable to get in contact with [[Frank Reed]] at the [[FBI]]. As Sgt. Brown brought Kim and Miguel to an SUV to escort them to downtown LA's central booking, Miguel resisted to cover up his retrieval of a cigarette lighter. On their way downtown, Brown radioed LA County 470 and spoke to [[Bill Gucoff]]. As he talked, Kim and Miguel started a fire inside the police vehicle, causing Officer Brown to lose control of the vehicle and swerve off the [[State Route 118|118]], crashing into the ground.
