This is a list of characters who were antagonists during 24: Redemption. The main antagonists were Sangalan rebels Iké and Youssou Dubaku, with their commander, Benjamin Juma, acting mostly behind-the-scenes. Juma's American ally, Jonas Hodges, is also a major figure in the rebels' coup, being the one to finance and empower the rebels.

People's Freedom Army[]
- General Benjamin Juma: the leader of the rebel People's Freedom Army who staged his second power grab in Sangala during Redemption. His previous attempt spurred genocidal violence in which tens of thousands of civilians were injured and killed.
- Colonel Iké Dubaku: General Juma's second-in-command, Dubaku rearmed the rebel army with hardware and munitions from Jonas Hodges; survived a land mine explosion caused by Carl Benton
- Youssou Dubaku: the Colonel's brother who helped kidnap young Sangala boys as throwaway soldiers; killed by Jack Bauer
- Samuel: one of Youssou's men
- Dubaku's soldier: another of Youssou's men
- Rebel child abductor: kidnapped Kabila and four other boys for the army
- Rebel commander: helped the Colonel coordinate the invasion of the capital city from the command center
- Rebel camp soldier: heralded the entry of General Juma to the Colonel
- Lieutenant Kintu: helped the Colonel track down Jack Bauer and Carl Benton
- Rebel soldier by bus: helped the Colonel track down Jack Bauer and Carl Benton
- Rebel sergeant: tried to convince the Colonel to stop his vengeance-fueled search for Jack Bauer and Carl Benton
- Kabila: Young boy brainwashed to be a soldier by Colonel Iké Dubaku

- Nichols: businessman who laundered all of Hodges' illegal funds through Eritrea and Abu Dhabi with help from Chris Whitley before Redemption
- Edward Vossler: the Secret Service bodyguard and driver of the First Son Roger Taylor, loyal to Hodges
- Halcott: one of Vossler's men who restrained, interrogated, then murdered Chris Whitely
- John Quinn: Halcott's partner who, along with Halcott, murdered Whitley
