Rose Mossman was the wife of Carl Mossman, the night manager of a bank which contained evidence linking Charles Logan to Christopher Henderson.

Rose was present when Jack Bauer and Wayne Palmer took Carl hostage at the couple's home. Before Carl let Wayne and Jack into his bank, Rose was bound to a chair in her house to prevent her from calling the police. She was widowed when Carl was fatally injured in the crossfire between Cooper's men and the police and Marines while trying to escape.
