Seamus O'Rourke was a senior leader of the IRA who was killed sometime before the events of Rogue.
After a clandestine operation put into motion by Jack Bauer, an operative got close to O'Rourke in Paris and killed him. Afterwards, McPherson forced O'Rourke's associate Tom Conway to flee to Madrid.
