The line in the opening "only four times did a President of the United States actively work from DC during the events of the day" is an OOU statement. Obviously those four presidents weren't the only four to ever work out of Washington in the history of the U.S.A. - DC is not in a state. It is located between Maryland and Virginia, but the piece of land and the city itself is owned directly by Congress (the federal government; no state has any control there).
