Theodore "Ted" Ozersky was an undercover CTU agent working as a mole within several eco-terrorist organizations.

Ozersky used the name "Willow" while posing in these eco-terrorist groups. His cover was deep enough to become an informant to the LAPD, notably Mercy Bennet. Jack Bauer arranged for Bennet behind her back to work with Ozersky in order for the eco-terrorists to be thrown off about whether the Federal government was investigating them. Ozersky would then pass on to CTU the information that both Bennet and the terrorist groups knew. Once Bauer pulled Ozersky out of his cover, he and Mercy Bennet helped Jack find the Cat's Claw vaccine.
