Todd Romond was an environmentalist who was aligned with Bernard Copeland. He knew how to make the Dragon's Blood vaccine.

Romond was going to leave Los Angeles because he thought that the Cat's Claw virus was in Ayman al-Libbi's possession. He warned Pico Santiago and Sarah Kalmijn, the other vaccine-makers. He was killed by an associate of al-Libbi. Jack Bauer discovered his body.
