Tony Webster was the Deputy Director of the CIA during the events of Operation Nightfall.
Nightfall[]
Webster questioned David Harris Jones why a satellite was retasked over Yugoslavia. Given a legitimate answer, Webster called Victor Drazen to inform him. Soon after, Webster received a call from his secretary Gloria, who informed him that the CTU representatives had arrived. He greeted Southwest CTU Regional Director Richard Walsh and CTU Los Angeles Director Christopher Henderson and had a late-night meeting with them. After the meeting, both Walsh and Henderson got the feeling that an operation was taking place.
However, at the end of the day it was revealed that the CIA had been running an operation all along to capture Victor Drazen for his war crimes, rather than kill him like the Nightfall operation was for. A CIA team managed to extract Drazen after the bombing of his bunker, injured but alive.
