Willoughby House, located at Number 2, was a private government residence in London, England, often reserved for important visiting dignitaries and their families.
President James Heller and his entourage resided at Willoughby House during Heller's week-long visit to London. In anticipation of their arrival, protesters gathered outside the home in opposition to the United States' use of drones in the war on terror. The President's agenda was cancelled so that he and the Prime Minister could contend with an imminent terrorist attack by Margot Al-Harazi. Late in the evening, President Heller summoned Jack Bauer to the residence. He explained that he intended to surrender himself to Al-Harazi to stop her from using drones against London, and requested Jack's help to get him to Wembley Stadium. While Mark Boudreau called a staff meeting to clear the hallways, Jack removed the President's transponder and led him through the empty corridors to a fire exit. After incapacitating Agent Harwell, Bauer and Heller made it to the exit and emerged on the street outside. ("Day 9: 6:00pm-7:00pm")
Owing to a last-minute deception, Jack and Chloe O'Brian were able to rescue the President before he could be killed. Jack's associate Belcheck drove President Heller back to the residence, where he was reunited with his relieved daughter and staff. ("Day 9: 7:00pm-8:00pm")
